"The School" Project of Academy of Sciences of USSR
In 1987 Professor Semenov was entrusted by the Ministry of Education, the Academy of Sciences and the Committee on Science and Technology of the USSR with the organization and implementation of the "School" project, which had as priorities the introduction of e-pedagogy and the student-as-researcher model in the country's education system.

Teaching to Learn by Doing and Thinking: Towards the Propaedeutic Technology for Primary School of Information Era or Informal Mutual Education Invirtual Workshop.
In the end of 1990-s A. Semenov initiated Russian participation in projects that encourage collaboration and networking in an open and flexible environment. The first was a pre-Internet project of National Geographic Soc. KidsNet where primary school kids were exchanging local environmental data (the most famous module of the project was AcidRain). The next project GlobLab has its continuation up to now as GlobalLab where a model of global scientific cooperation is exploited to raise motivation and understanding of students. www.globallab.ru/en

At 1993 A. Semenov started his work as the Rector of Moscow Institute of Open Education. It is an organization owned by the City of Moscow with its major mission to provide development and support to all Moscow teachers.
The process of introducing innovation into Moscow educational system assumes a stage of experiment and evaluation when a school or a group of schools (up to 100 and even more) serves as an experimental platform for running and evaluating a new technology or a text-book, or a didactical approach. Then a dissemination stage starts when the most successful experimental schools serve as pedagogical resource centers. Finally the innovation is used whenever it is needed and the schools are having permanent support to accommodate it.
Experimental platforms of Moscow Department of Education
Experimental sites run in Moscow since 1996 and involved more then 300 schools. Results of its activities make possible:
  • development of a complete framework of informatization of the school environment;
  • creation a series of educational and methodical manuals of new generation;
  • analysis and adaptation of the best software adopted in the world educational practice;
  • development of new educational software (the educational modules, the integrated creative environments and projects for all levels of secondary education);
  • working out new forms of educational and developmental activities for the students, including individual, group, interschool and international projects;
  • development of a foundations of new system of improvement of professional skill of teachers with utilization of nonconventional forms of the organisation and maintenance of professional community;
  • generation of educational community of schools and educators (teachers, heads of schools, formation of a basis for organizational and standard-legal base for the introduction in school practices created projects.
In the site's centers of resources the package of methodical recommendations and manuals on the use of digital tools in the educational process has been created. Various digital educational resources, such as text-editors, a painters, video- and a sound editors, virtual laboratories and creative environments, digital bases of images in subjects, etc. which are introduced in many schools of Moscow and Russia were approved.
The school system of the city of Moscow consists of 1500 general schools. In 1990-s innovative schools of the system were developing general strategies and specific models of introducing ICT. Finally a consistent program of "informatization" was formed and systemic implementation was started. Among the first actions was starting of development of ICT-competence of teachers as a regular part in re-qualification process.
As the appreciation of the program a Prize of the President of Russia was awarded to the team headed by A. Semenov.

In accordance with the Edict of the President of the Russian Federation No. 200 of October 6, 1998, a Prize of the President of the Russian Federation in Education was awarded to the team of authors under the guidance of A.L. Semenov, comprising experts of the Institute of New Technologies and Moscow Institute of Open Education, as well as teachers of the schools being experimental grounds, for development and practical implementation of an integral concept named "Regional Information Space" for regional education systems. The essence of work, started back in 1985, is development and practical implementation of an integral concept that allows using of modern information and communication technology devices as one of the efficient factors of the learning process development and education management system modernization within the regional education system the City of Moscow.

Moscow educational System
The aim of the Project is to implement the developed Concept of modernization of the Russian education in order to increase accessibility, quality and efficiency of the Russian general and basic vocational education.

In the course of the Project a system of new generation learning materials was developed and deployed in the United Collection of Digital Educational Resources; teachers' professional development with regard to use of ICT for educational purposes was ensured; a network of interscholastic methodological centres was created in more than 20 regions of Russia.

In accordance with the Executive Order of the Government of the Russian Federation No. 1246-r of August 28, 2009, a Prize of the Government of the Russian Federation in Education was awarded to the team of authors under the guidance of A.L. Semenov, comprising experts of the National Training Foundation, "Informika" State Institute of Information Technologies and Telecommunications, and regional education management officials for development and practical implementation of an integral model of education information system development at all levels: teacher – school – municipality – region. The essence of the work is development and practical implementation of an integral concept that allows using of the modern information and communication technology opportunities as one of the efficient factors of the learning process development and education management system modernization within the regional education system.


World Bank Project "E-learning support for Russia"
In the beginning of 2000-s the whole country started the process the President of Russia announced a goal of having ICT (computer+projector+software) at every school. A. Semenov was the head of commission to choose the software titles. More then 500 products were evaluated in Moscow schools

Later the Project of "E-learning support for Russia of the Ministry of Education was proposed for support with the World Bank (IBRD) loan. A key factor of success was also the evaluation of the project and its implementation by the international experts provided by the World Bank. The project consisted of three components: New Generation Teaching and Learning Materials, Teacher Training in the Educational Use of ICT, Creating a network of more then 200 Interschool Resource Centers in 7 regions and producing digital resources for learning. Digital resources and teacher-support materials tested in Moscow were used in the project of Free and open-source software for more the 6000 innovative schools of Russia in 2007-8.

Within the framework of the National Education Project under order of the Ministry of Education and Science of the Russian Federation specialized software was delivered to 6,000 general education institutions in the Russian Federation implementing the innovative education programs. The following software of the Institute of New Technologies (INT) was among them:
  • PervoLogo (software implementing creative tools environment for the primary school students)
  • Live Mathematics (software for dynamic presentation of geometric and algebraic information)
  • Live Geography. Digital Historic Maps (software for visualization of historic and geographic information)
  • Live Physics (software for dynamic presentation of physics)
In order to support this Project INT mounted on their web site virtual Master Classes taught by experienced context specialists and software writers where teachers and students can find out the major techniques of software use, the most interesting opportunities and examples of students' work.

Providing Digital Resources for innovative schools of Russian Federation – 6.000 schools in all regions of Russia
Living physics. A set of computer experiments. Guidelines
The book is a collection of educational comments for a set of computer experiments Live Physics on major school topics: "Live Physics in the 7th class", "Basics of kinematics", "Fluctuations", "Electrostatics", "Energy conservation principle" and "Law of conservation of angular momentum".
Chemistry learning demands demonstration of chemical experiments. In cases when it is impossible to carry out the necessary experiment in a state of nature, the provided material can help due to the fact that it contains training video illustrations and text comments for 129 laboratory experiments.

"Technology of Education" Center for 1200 children that cannot visit school because of limitations of health
The project was started with support of Moscow City Government that provided computers, cameras and other equipment, digital learning materials and teaching personnel for more then 1200 students, ages 6-18 that cannot visit school. More then 300 teachers and educational support staff were provided special training of the Moscow Institute of Open Education. Distance learning materials were developed for all primary and secondary school sources. An inclusive environment for learning professional training, social contacts and even coming together when possible was organized. Many of the graduates today entered universities or work now.

The President of Russian Dmitry Medvedev supported the project and proposed to the Government to extend it to more the 30.000 students all over the country. He also propose to use the same ICT tools to support learning of young prisoners.
Individual support for students at risk from deprived families
Advantages of individualized learning facilitated with ICT are used in Moscow educational system to support low achievers from socially disadvantaged families. It gives a radical improvement to the motivation, attendance and results to 60% of students.

This is a part of implementation of ten year Strategy of Moscow City Government for Children developed by MIOE.

Gifted children recognized by their results in intellectual competitions receive individual computers, internet and individualized pedagogical support.

Under a special program the Government of Moscow in 2007 provided a few hundreds of workstations consisting of a laptop, a scanner / printer and Internet access point for pupils of Moscow. Moscow Institute for the Open Education distributed these workstations among gifted children of Moscow who were winners of the intellectual competitions on the city and national levels. The unique educational-methodical system was created for the training of Moscow students to participate successfully at the educational olympiads in biology, mathematics, physics, computer science, geography, chemistry. The special environment for the distance learning in these areas were developed.

News about upcoming events, information about previous competitions the problems, solutions, and results are presented on the web-site dedicated to the olympiads and other events for the schoolchildren http://olimpiada.ru/ The site is supported by the Moscow Institute for the Open Education and Moscow Center for Continuous Mathematical Education.

Multi-disciplinary events, competitions in mathematics, informatics, physics, chemistry, biology, linguistics, geology, cryptography, astronomy and space physics.

Individual support for gifted children
The Moscow mathematical Olympiad
The Moscow mathematical Olympiad is an annual event since 1935. For many years it is the most important and most popular intellectual competition for the Moscow schoolchildren. The Moscow mathematical Olympiad is open and only aspiration to join as well as arrival to the place at the given time are sufficient conditions for any pupil to participate. More than 2000 students take part in the city round of the Olympiad annually. The problems offered for competition give schoolchildren the chance to join a real science, to solve entertaining problems which can cause interest in the further research, in a deeper studying of mathematics.

The Moscow mathematical Olympiad is actively supported by the Moscow mathematical society and Mechanic-mathematical faculty of the Moscow State University. In the Moscow city Moscow Institute for the Open Education co-ordinates organizational and methodical support the Russian national mathematical school Olympiad on the school, district and regional levels.
